What is COR?  COR Logo

The Certificate of Recognition Program (COR™) is an occupational health and safety accreditation program that verifies a fully implemented safety & health program which meets national standards.  The objectives of COR™ are to provide industry employers with an effective safety and health management system to reduce incidents, accidents and injuries as well as their associated human and financial costs.

COR™ is nationally trademarked and endorsed by participating members of the Canadian Federation of Construction Safety Associations (CFCSA) of which the Manitoba Heavy Construction Safety Program (MHCSP) is a member.

The Manitoba Heavy Construction Safety Program (MHCSP) is an ‘Authority Having Jurisdiction’ to grant COR™ in the province of Manitoba. In achieving this national safety program accreditation in Manitoba, the MHCSP practices the utmost diligence to ensure that the national COR™ standards are upheld. With one common audit instrument utilized across Canada, the national standard is clear: Minimum 50% in each element and an overall audit score of 80%.

COR™ is now frequently used as a prequalification and/or condition of contract by public and private project owners across Canada. COR™ is endorsed by Manitoba Labour, Workplace Safety and Health Division and the Workers Compensation Board of Manitoba (WCB). COR™ Certified status is the ultimate distinction verifying companies which have implemented a comprehensive safety program.

PLEASE NOTE:

As the Authority Having Jurisdiction to grant COR™ Certification in the province of Manitoba for the heavy construction industry, MHCSP practices the upmost diligence to ensure that the COR™ standards are upheld.  Caution should be taken if any other organization suggests that it is able to provide accredited COR™ training; COR™ audits or COR™ Certification.

*Companies which fall outside the WCB 407 & 408 heavy construction industry codes may receive services from the Construction Safety Association of Manitoba (CSAM). CSAM and the MHCSP reciprocally recognize the ‘COR™ Certified’ status of companies in each of their respective programs. Please follow this link for a listing of CSAM COR™ Certified companies.

Safety, Health and Environment Program Auditing Requirements

Trial Audit - (OPTIONAL SERVICE) Fee of $400 plus expenses. Performed by MHCSP staff prior to external auditSelf/Internal Audit - performed by contractor auditor annually and submitted to MHCSP for review and to maintain certification

External Audit - performed by an external consultant for initial COR Certification

As you will know, there has been a great deal of work invested by the MHCA in addressing industry concerns related to the MHCSP and the COR/SECOR Audit Process. The results are real, meaningful and undertaken to maintain continuous improvement.

CHANGES TO THE NATIONAL AUDIT DOCUMENT EFFECTIVE JUNE 1, 2008

Please note that the MHCA Safety Program National Audit Tool is now omitting the environment potion of the document.  This means that companies no longer have to complete section 14.11.1 to 14.11.14.

With the environment portion omitted this changes the audit’s overall total as well as total for the section.

Please amend the section total to 48 from 73 and the overall total is now 350 from 375.

DID YOU KNOW?

Effective January 2006, Transportation and Government Services and the City of Winnipeg are requiring companies who wish to bid on their tenders, $100,000 or greater in value, to be COR Certified (or a program equivalent that meets the authority having jurisdiction i.e. WS&H act) as a pre-qualification.
